Harbin Engineering University is located on the banks of the beautiful Songhua River-Harbin, the ice city of Northland. The predecessor of the school was the Chinese People’s Liberation Army Military Engineering Academy ("Harbin Military Industry") founded in 1953. In 1970, based on some cadres and teachers of the Department of Naval Engineering and other departments (departments), the Harbin Institute of Shipbuilding Engineering was established on the original site of the "Harbin Military Industry". In 1994, it was renamed Harbin Engineering University. The school has successively been subordinated to the Sixth Ministry of Machinery Industry, China State Shipbuilding Corporation, and the National Defense Science and Technology Commission. It is now subordinate to the Ministry of Industry and Information Technology. It is a university jointly established by the Ministry of Industry and Information Technology, the Ministry of Education, Heilongjiang Province, and Harbin City.

The school covers an area of 1.3835 million square meters, with a construction area of 1.0793 million square meters. The school is guided by four subject groups: ship and marine equipment, marine information, ship power, advanced nuclear energy and nuclear safety, and builds a unique discipline with outstanding advantages, general and basic discipline support, unique cultural management disciplines, and a reasonable professional structure.
