Bilateral Program

The scholarship application should be directed to the local Chinese Embassy or Consulate. The application time is usually from early January to late February (varied from country to country). Please find out the application information of your country in advance. For the contacts of Chinese Embassies and Consulates, please visit the website of the Ministry of Foreign Affairs of China.
When completing the scholarship application online, the applicant should select the University of Electronic Science and Technology of China (Agency No. 10614) as the First Preference of the Institute. The applicant should also meet the Eligibility of UESTC.
Bilateral Program includes a full or partial scholarship established by MOE by educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities, or international organizations.
1. Supporting Categories, Duration, and Instruction Language
1.1 Supporting Category
The Bilateral Program supports undergraduate students, graduate students, general scholars, and senior scholars. Please consult the dispatching authorities of your home country for the categories available.
1.2 Instruction Language
Undergraduate scholarship recipients must register for Chinese-taught credit courses. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable. Program Search

All applicants are requested to provide their language proficiency certificates for the scholarship applications. Applicants for Chinese-taught programs must provide a valid Chinese Proficiency Test (HSK) certificate. Undergraduate or non-degree (general scholar & senior scholar) candidates should have achieved HSK Level III or above; Postgraduate candidates should have achieved HSK Level IV or above. Applicants for English-taught programs should provide valid English Proficiency Test certificates.
1.3 Duration
The scholarship covers both major study and the Chinese language (preparatory study).
2. Scholarship Coverage
The Bilateral Program provides both full scholarships and partial scholarships. Please refer to Introduction to CGS—Coverage and Standard for details of each item.
3. Where and When to Apply
3.1 Where to Apply
Apply to the dispatching authorities for overseas study of your home country.
3.2 When to Apply
You need to apply between early January and early April. Please consult the dispatching authorities for the specific deadline of each year.
4. Eligibility
4.1 Applicants must be a citizen of a country other than the People's Republic of China and be in good health.
4.2 The Requirements for an applicant's degree and age are that applicants must:
● be a high school graduate under the age of 25 when applying for the undergraduate programs;
● be a bachelor's degree holder under the age of 35 when applying for the master's programs;
● be a master's degree holder under the age of 40 when applying for the doctoral programs;
● be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;
● be a master's degree holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.
5. Specialty/Major Relations Between UESTC and CSC System
Note: In UESTC Education & Application System, the Specialties/Majors of Ph.D. & Master is different from the CSC system. The specialties shown in the CSC system are more like the research field in UESTC specialty/major system.
While applying in the UESTC Application System, please select the corresponding specialty/major instead of finding the close research field before making an application.
The Specialty/Major shown on the UESTC Admission Letter and Graduation Certificate will be the one in the UESTC system.

6. Application Procedure
6.1 Apply to the dispatching authorities for overseas study of your home country for CGS opportunity;
6.2 Apply to your target university for the Pre-admission Letter once recommended by the dispatching authorities as an eligible candidate;
6.3 Complete the online application procedure at CGS Information Management System for International Students (Visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and click "Application Online" to log in), submit online the completed Application Form for Chinese Government Scholarship and print a hard copy. You should consult the dispatching authorities for overseas study of your home country for Instructions of CGS Information Management System for International Students and Agency Number;
Agency Number of University of Electronic Science and Technology of China is 10614;
6.4 Submit all of your application documents to the dispatching authorities of your home country before the deadline.
note:
Only applications of recommended candidates from dispatching authorities will be considered. Candidates holding a Pre-admission Letter will be placed in the host university; those without the Pre-admission Letter should accept CSC's placement of university.
7. Application Documents (in duplicate)
7.1 CSC Application Form for Chinese Government Scholarship (in Chinese or English, downloaded after applying in the CSC Website). UESTC Agency No. is 10614
7.2 Copy of Passport Home Page: Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than March 1, 2022. If the validity of the current passport does not meet the requirement, please apply for a new passport before applying. For applicants who cannot apply for passports before submitting their applications due to objective reasons, with the permission of dispatching authorities, they may submit scanned copies of identity certificates or official documents containing the applicants' "English name, Gender, Nationality, Date of Birth" and other information.
7.3 Notarized Certificates (or Letter of Attestation from Your University for the prospective certificate winners);
● For master applicants, please provide bachelor certificates, for Ph.D. applicants, please provide both bachelor and master certificates.
● Prospective diploma recipients must submit an official document issued by their current school to prove their current student status or expected graduation date.
● Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
7.4 Academic transcripts (written in Chinese or English);
Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.
7.5 A Study Plan or Research Proposal (written in Chinese or English);
This should be a minimum of 800 words for postgraduate program applicants
7.6 Two Recommendation Letters (written in Chinese or English);
Applicants for undergraduate programs and postgraduate programs must submit two recommendation letters signed by professors or associate professors.
7.7 Applicants under the age of 18 must submit relevant documents about their statutory guardians in China.
7.8 Foreigner Physical Examination Form(photocopy);
The original copy should be kept by the applicant. The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the attending physician's signature, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
7.9 Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months before the submission date of the application.

7.10 Pre-admission Letter from Chinese Government Scholarship universities(Only support you to apply for Category A - Bilateral Program).
7.11 Language qualification certificate. e.g., HSK certificates, IELTS, or TOFEL report.
Reminder:
All uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
You should submit TWO sets of bound documents. No application documents will be returned.
8. Placement & Scholarship Confirmation
8.1 Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.
8.2 Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length, and applicants' criteria, CSC reserves the right to make necessary adjustments/changes to the candidate's host university, the field of study, supporting categories and duration of the scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities that issued that Letter for placement confirmation.
8.3 After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted no more than one scholarship.
8.4 CSC reviews the placement results, approves the List of Scholarship Recipients, and sends the admission documents to the Chinese embassy or consulate-general before July 31st. The Chinese embassy or consulate-general will send the admission documents (List of Scholarship Recipients, Admission Letter, and Visa Application Form for Study in China (JW201)) to the dispatching authorities or scholarship recipients.
8.5 Scholarship recipients shall not be allowed to change their host university, the field of study, or the duration of study stipulated on the Admission Letter after they come to China.
8.6 Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
